Wikipedia doesn't have mods. Some users are administrators, which means they have access to some additional tools, primarily for blocking editors and protecting pages. Just to reiterate what Myrealnamm's Alternate Account was saying, don't welcome people who haven't edited yet.
If you find someone who has edited, check that the edit is appropriate for the article and isn't vandalism. For example, if a new editor has made a good faith edit that is unreferenced, then you could revert the edit then leave the Welcome message template that incorporates details about referencing.
