All Wikipedia content belongs to the whole community. The policy at Wikipedia:Ownership of content is quite clear on that.
However all other pages also belong to the community. Even your user pages.

There aren't a lot of guidelines about other pages, for example category talk pages. Probably because it's so obvious, nobody has even seen the need to write it down. Which is a good thing.
