Function overview: Replace all instances of chartstats.com or chartarchive.org with officialcharts.com, directing to appropriate location. If it's unable to determine where it's supposed to be redirected to, it gets marked as dead.

Function details: The OCC has claimed that these websites are in breach of their database rights and has requested removal of the data on the site. Since the site no longer can deliver the information needed, the owner of the sites has requested that all links be redirected back to their site. I am still finishing up development.
