The entire "CircleSignX.png" set has been orphaned and made obsolete by their Iowa SVG counterparts, named "Iowa X.svg". CircleSign77H.svg was originally made for use on Oklahoma State Highway 77H, as at the time, Oklahoma used circular shields.
