{{Attribution}} is incorrect. The license on the webpage is not a free license, and does not allow anyone to use the image for any purpose. Thats a matter of interpretation. The core of the license is really just attribution, so its a combination of fair use of promotional pictures, and attribution. Either way, it sure is licensed, and the exact picture is irreplaceable, since there are no free pictures of the same block. Therefore the rationale isnt invalid, maybe you will want to delete it anyway, but at least consider that - it adds a lot of quality to the article its used in, and its principially licensed to be there. Various census documents

There are a number of scans of census documents that are PD, but most aren't used in any articles. The ones that are are used as source documents, linked to in "references" sections, but not included as visible images. They are marked as "move to commons", but I don't think Commons wants them. Keep or move to commons as the loader of these documents. The images are government documents, are under a free license, and are used as references in the articles, and don't display. They meet every requirement for use in Wikipedia. I am not even sure why they are nominated. Too often we at Wikipedia, delete what we don't like, or don't understand. There is no requirement that a document has to be displayed to be in Wikipedia. Its sensible to have the census image that supports, say, that Custer was at West Point in a certain year, or that Alma Bridwell's parents were farmers, or where Carl Tanzler's wife was living while they were separated. Primary sources are important, to support secondary sources, and in some cases to contradict secondary sources. Several articles use the census to support one of two possible birth years for people, who have adjusted their official biographies during their lives.
