On September 13, 2024, the suspect was arrested on charges of second-degree murder in connection with the deaths of four family members. The victims, identified as Fraime Ubaldo, 30; Marangely Moreno-Santiago, 26; and their two children, Evangeline Ubaldo-Moreno, 4, and Sebastian Ubaldo-Moreno, 2, were found dead in their home on Knapp Avenue. Firefighters discovered the bodies while extinguishing a fire at the residence. Authorities quickly determined that the victims had been killed prior to the fire.[1]

According to the felony complaint, the suspect allegedly used a sharp object to fatally stab each of the victims multiple times in the neck and chest. Assistant District Attorney Perry Duckles stated that the case is still under investigation, including the relationships between the involved parties, and that additional suspects are being sought. Police believe at least one other individual may have been involved in the incident.[1]

The suspect, originally from the Dominican Republic, is also wanted in connection with a 2019 murder in his home country. He allegedly entered Puerto Rico illegally before obtaining fraudulent identification, which allowed him to travel to New York. He has used the alias Rafael Jose Vargas and has connections to the Rochester area.[1]

As of September 2024, he is being held without bail at Monroe County Jail. The case has been referred to a grand jury, and investigations into the motive and possible additional suspects are ongoing.[1]
