The 2024 Kilmarnock West and Crosshouse by–election is scheduled to take place on Thursday 14 November 2024[1] to elect a councillor to succeed former councillor Lillian Jones who resigned her seat on East Ayrshire Council in September 2024 following her election to the Parliament of the United Kingdom and the member of parliament (MP) for the Kilmarnock and Loudoun parliamentary constituency.[2]
Background
editPrevious election
editAt the 2022 East Ayrshire Council election, the Scottish National Party (SNP) were returned as the largest party with 14 seats but remained shy of an overall majority. Labour gained back some of the ground they had lost at the previous election and were again returned as the second-largest party with 10 seats. The Conservatives lost one-third of their seats to return four councillors while The Rubbish Party retained their only seat. Three independent candidates were also elected.
The minority SNP administration retained control of the council with incumbent council leader Cllr Douglas Reid re-elected to the post unopposed. Former SNP Provost Jim Todd and Depute Provost Claire Leitch were also reinstated less than a year after being voted out of the roles.
The Scottish Labour Party are looking to retain their seat on East Ayrshire Council for the Kilmarnock West and Crosshouse ward.
Electoral system
editThe election will use the ward Kilmarnock West and Crosshouse which was created under the Local Governance (Scotland) Act 2004, with 1 councillor being elected. The ward will elect 1 member to succeed Jones as one of the four councillors representing the Kilmarnock West and Crosshouse ward using the single transferable vote (STV) electoral system – a form of proportional representation – where candidates are ranked in order of preference.[3]
