Bibalan (Persian: بي بالان)[a] is a village in, and the capital of, Bibalan Rural District of Kelachay District, Rudsar County, Gilan province, Iran.[4]

At the time of the 2006 National Census, the village's population was 1,172 in 375 households.[5] The following census in 2011 counted 1,051 people in 374 households.[6] The 2016 census measured the population of the village as 959 people in 357 households.[2]
