The usefulness of this category has been severely impacted by the inclusion of Clear Channel's Black Information Network stations, undifferentiated from local All-News stations.

Local All-News is the generally most expensive radio-format to implement, due to its requirement for live personnel 24-hours a day and field reporters much of the day, and high-powered FM or AM signals. It generally only exists in the largest cities because of the need for high ad revenues.

The BIN stations by contrast typically exist on low-powered signals, or on undesirable AM channels, and have not a single on-air local staff person for most of the day.
