I have removed this from Underpopulated categories, as for the moment it is unlikely any further sub-categories could be added until we get to 2020 (1930s and 1940s categories would not be viable). Similarly I have made this a container category given it is unlikely it could ever contain anything but sub-categories. If anyone feels this is not appropriate please discuss it here.
