Patrick Clark, Canada's top Theatre Designer, died Sunday, June 11. https://humphreysfh.com/tribute/details/1210/Patrick-Clark/obituary.html Patrick Clark is NOT included in Wikipedia's link on Canadian Theatre Designers: https://en.wikipedia.org/wiki/Category:Canadian_theatre_designers

Is it possible to hire a Wikipedia employee to create a Wikipedia entry for Peter Clark? Or maybe it's more like "hiring" a volunteer to create the Wikipedia entry for a Wikipedia donation? Please advise as to how to proceed!

There is no set number, enough to show that the person in the article is 'notable', you can start writing a page at the article wizard.
