Proposed merge

Personally, I believe that Children's festivals should be a sub-category of Youth festivals (and I've categorized it as such). I work a bit with festivals of this type and the distinction for us is that children's festivals do not include teen-related material, while youth fests do encompass adolescent-level films and the like.
