Clearly not. You're only a criminal if you're convicted, being arrested wouldn't could: "innocent until proven guilty" and all that. Also see WP:BLPCRIMINAL which relates to living people: "For example, Category:Criminals and its subcategories should be added only for an incident that is relevant to the person's notability" and that's not the case here, he's notable as a golfer.
