Problem with this category

Some of the entries within this category are organizations which contain, own, control, or manage libraries, but which themselves are not strictly libraries. In such cases the articles for these organizations contain a subsection describing the library which they contain. It seems that frequently there are too few reliable sources of information for creating separate articles for the libraries, yet the libraries do merit mention in the organization articles, and they do merit tagging as libraries. The problem I see is tagging articles which describe entities which are not only libraries, but I think this problem would be smaller than the problem of not tagging the libraries as such.
