editThe category scheme was devised to use 'most simplest naming', which is a Wikipedia convention. So London Borough Hackney is recorded as Hackney and Metropolitan Borough of Oldham is held as Oldham. As the scheme is hierarchical, it is clear that it is the boroughs in each case.
