Merging of organizational categories

I wonder if merging the Category:Rescue agencies and Category:Safety organizations into a combined category of safety and rescue would be beneficial. Some of these organizations are involved in both areas regarding law and policy. --THE FOUNDERS INTENT ^TALK 14:23, 17 June 2008 (UTC)

Category:Organizations by activity says: "Organizations based on their activities. For instance, lobbying; educational; hobby; study; social." I can see how such a distinction could be desirable, but there are two problems with that:

1. The distinction is not clear-cut,
2. the category contains many subcategories that might just as well go into this cat.

I agree that there can be instances where the distinction isn't clearcut -- I look at recycling organizations, for instance. But there are plenty of times when it seems rather clearcut to me -- Funding organizations, for instance, which is clearly an activity.

I bring this up because, although I don't feel particularly married to a split between subject and activities, I worry about what might happen if the two were combine. Would people then tend to say, "oh, well, biology funding organizations don't need to be classified as both funding and biology", for instance, since it might seem redundant to have the same organization in two subcategories.

In other words, making plain the semantic distinction between "activities" and "subject" has the useful function of helping people think of different ways to categorize organizations.
