The criteria says - "English people categorised by the English county that they are native to or long-term residents of."

There seems to be an absense of categories for those for whom there is insufficient proof as to nativity (?!) and length of residence. There appear to be a large number of articles where, as a result of this, this category has been incorrectly used.
