Pre-1525 people?

Monmouthshire only came into existence in 1525. Prior to that, it was a collection of Marcher lordships known collectively in English as Wentland, and in Welsh by its earlier name of Gwent. Is it right to include, in this category, people who lived before 1525? I don't have a strong view, but there is a need for consistency with what is done elsewhere.
