The editors who created most of those articles of the settlers are no longer regular editors on the project - so it is difficult to make an intelligent appraisal from a range of opinions - settling assumes a house/land/children, tempoary military who went elsewhere, governors who went off to govern elsewhere are not settlers - unless they had children who stayed and did something locally on the land or in the community. Dates are difficult - group settlement went into the 1930a... and they suffered and settled and suffered, so to speak - in reality the term is not an easily signed off metric - there are nuances to it all...
