Constructive Strategic and Stable Relationship

During U.S. President Donald Trump's 2026 visit to China, he and Chinese President Xi Jinping agreed to establish a Constructive Strategic and Stable Relationship between China and the United States.

Constructive Strategic and Stable Relationship or Constructive Relationship of Strategic Stability (Chinese: 建设性战略稳定关系) is a diplomatic concept describing a proposed framework for relations between the People's Republic of China and the United States.[1][2] It was formally introduced during the meeting between Xi Jinping and U.S. President Donald Trump in Beijing on 14 May 2026, during Trump's state visit to China. Chinese officials presented the concept as a long-term framework intended to provide strategic guidance for bilateral relations beyond immediate disputes and crises.[3][4][5]

The concept represents a new positioning of China–United States relations following years of strategic competition and bilateral tensions. Chinese commentators described it as an effort to establish a more predictable, long-term relationship while maintaining cooperation, managing competition, controlling disagreements, and avoiding conflict.[6][7]

Background

The proposal emerged after nearly a decade of increasing tensions between China and the United States.[8][9] Since December 2017, when the Trump administration released its National Security Strategy,[10] US designated China as America's most consequential strategic competitor, resulting in intensified competition across trade, technology, security, and diplomacy.[11][12]

During the Trump administration, tariff truce reached during the Xi–Trump meeting in Busan in October 2025 as providing only a form of tactical stability, primarily focused on trade disputes. Chinese officials argued that a broader strategic framework was necessary to address long-term political, diplomatic, security, and economic issues between the two countries.[13][14]

The timing also coincided with important domestic milestones for both countries. China entered the first year of its 15th Five-Year Plan, while the United States prepared to commemorate the 250th anniversary of its independence in 2026.[15]

The concept was officially announced during the summit meeting between Xi Jinping and Donald Trump in Beijing on May 14, 2026.[16][17] According to Chinese official statements, the two leaders agreed to provide strategic direction for bilateral relations over the following three years and beyond.[18][19]

Xi described the proposed framework as consisting of "four forms of stability":[20][21]

  • Positive stability centered on cooperation (Chinese: 合作为主的积极稳定);[22]
  • Constructive stability characterized by managed and orderly competition (Chinese: 竞争有度的良性稳定);[22]
  • Normal stability in which differences remain controllable (Chinese: 分歧可控的常态稳定);[22]
  • Lasting stability aimed at preserving peace and avoiding confrontation (Chinese: 和平可期的持久稳定).[22][23]

These principles as complementary elements of an overall framework intended to reduce uncertainty in bilateral relations.[24][25]

On June 30, 2026, Wang Yi, the Minister of Foreign Affairs, held a telephone conversation with United States Secretary of State Marco Rubio.[26] They discussed the importance of building a constructive relationship of strategic stability.[27] Both sides described the conversation as positive and constructive, agreed to implement the important consensus reached by the two heads of state, and agreed to continue maintaining communication through flexible channels.[28][29][30][31]

Interpretation

Scholars, such as ICAS, have interpreted the concept as representing a shift from short-term crisis management toward a longer-term strategic framework for China–United States relations.[32][33] Analysts have interpreted the framework as an effort to institutionalize guardrails that would keep strategic competition manageable and reduce the risk of military confrontation.[34][35][31] The concept also reflected broader international expectations for stable China–United States relations in an increasingly uncertain international environment.[36][37]
