Dmitry Budnik (Russian: Дмитрий Будник) is a Russian military commander and alleged war criminal charged by the United States Department of Justice[1] for the unlawful detention and torture of an American citizen in Ukraine.

Indictment

In the DOJ's indictment of Dmitry Budnik, he is accused of kidnapping an American citizen from the town of Mylove in Kherson Oblast, Ukraine, in 2022. Budnik, along with Suren Mkrtchyan and two other men, allegedly interrogated, beat, and tortured the American by threatening to kill him in a mock execution.[2] After the mock execution, the American man was then forced to dig trenches[2] on behalf of the Russian Armed Forces and the Donetsk People's Republic for combat during the Russo-Ukrainian War. According to the American, speaking to US federal agents who had traveled to Ukraine to conduct the investigation, Budnik and at least three other men had "abducted him, stripped him naked, pointed a gun at his head and badly beaten him."[3] After ten days, Budnik released the American, who was then evacuated from Ukraine along with his wife.[3]

Dmitry Budnik is believed to still be in active service with the Russian military in Ukraine.[4]

Dmitry Peskov, a spokesman for Russian president Vladimir Putin, rejected allegations of war crimes and called the indictment “outrageous and unacceptable.”[5]
