Draft:1849 Danish Landsting election

The 1849 Landsting Election was the first Landsting election in Denmark. On the 21st december 1849 electors were elected in the municipalities proportional to the amount of voters in each municipality. The electors met thereafter on the 29th of december in 11 Landstings districts and elected 51 members of Landstinget

Election of electors

All trading hubs og parish municipalities made up a seat for an elector seats. All 9 of the Copenhagen Folketing seats were also Landsting elector seats. All elector seats chose atleast 1 elector and thereover 1 for each 100 voters in the seat except 149

The elidgeable voters were the same as in the Folketing election. That means men with no criminal record born in Denmark and were 30 years old and that had lived in the same Folketing seat or city for atleast 1 year, with the exception of tyende, adults with legal guardians, people that have been given poor assistance that hadnt been forgiven or payed back or people that are Bankrupt

People elidgeable to be electors arent all the voters in the seat. All voters were required to vote, unless they had a valid reason to not vote. If an elected elector didnt participate in the Landsting election, the fine was 20 Rigsdal's added to the municipalites poor assistance fund

The elections took place at public meetings where each voter turn by turn voted by mouth for as many candidates as there were for the constituency. Those that got the most votes got elected

Landtings elections

The elections to the Landsting took place in 11 Landstings constituencies that in total elected 51 members of the Landsting.

People able to be elected to the Landsting that were born in Denmark and had were 40 years old and that in 1849 had paid directly 200 Rigsdaler in taxes to the municipality or realm, er had an income of atleast 1200 rigsdaler. If the relation between inhabitants and number of voters was less than 1:1000, could the number of voters be increased by including those that paid most in tax.

The elections used secret ballots. Each elector filled a ballot with the number of names that should be elected for the constituency. Those that got the most votes were elected, if they were on more than half of ballots. Although atleast 3/4 of the elected had to have lived their for atleast 1 year.[11] If these requirements meant that there werent elected enough members of Landstinget, there were held re elections where the unfilled spaces were voted for. If there were still not enough members of Landstinget, there were held further re elections for the unfilled places, there could only be voted on those that had gotten the most votes in the last round, until all spaces were filled.

Faroe Islands

It was decided on the 29th of december 1850, that the Landsting should be increased by 1 member elected from the Faroe Islands, that thereby became the 12th Landsting constituency[1]

The 11 Landstings constituencies were_

  1. City Of Copenhagen (5 members)
  2. Copenhagen, Frederiksborg County og Holbæk (8 members)
  3. Sorø and Storstrøm County (5 members)
  4. Bornholm County (1 members)
  5. Maribo (3 members)
  6. Odense and Svendborg Amter (7 members)
  7. Hjørring and Ålborg Amter (5 members)
  8. Thisted County and parts of Viborg County and Ringkjøbing County (4 members)
  9. Århus og Randers Amt og dele af Viborg Amt (6 members)
  10. Vejle og Skanderborg Amter (4 members)
  11. Ribe County and parts of Ringkjøbing County (3 members)

Viborg County was split between the 8th and 9th Landsting constituencies. The western part constituting of the trading hub in Skive, and Nørre, Røding, Harre, Hindborg and Fjends Herreder belonged to the 8th constituency. The eastern part constituated of the trade hub in Viborg, and Rinds, Nørlyng, Sønderlyng, Lysgård, Hids, Houlbjerg and Middelsom Herreder belonged to the 9th constituency.
