The ASEAN Qualifications Reference Framework (AQRF) is the regional qualifications framework developed by the Association of Southeast Asian Nations and is used by ASEAN Member States (AMS) to link the various national qualifications framework.[1]

History

On August 9, 1967, the Deputy Prime Minister of Malaysia with the Foreign Ministers of Indonesia, Philippines, Singapore, and Thailand signed the ASEAN Declaration

In 2007, the ASEAN Economic Community (AEC) Blueprint was adopted by ASEAN Member States.[2]

The ASEAN Qualifications Reference Framework (AQRF) was endorsed by the ASEAN Economic Ministers in August 2014; the ASEAN Education Ministers in September 2014; and the ASEAN Labour Ministers through an Ad-referendum from November 2014 to May 2015.[3]

On December 2025, Vietnam's National Qualifications Reference Framework (VQF) was officially referenced to the AQRF.[4]

On February 12, 2026, the European Union-Association of Southeast Asian Nations peer-learning workshop was held in the Philippines to align the ASEAN Qualifications Reference Framework (AQRF) and European Qualifications Framework (EQF).[5]

AQRF Committee

The AQRF Committee handles the implementation and development of the AQRF. The committee is composed of one representative from each ASEAN Member States (AMS). The Committee Chairperson has a 2-year term and is determined by alphabetical order.[6]

To coordinate with AMS, a National ARQF Committee is created to act as the Focal Point of the ARQF Committee to national policy making bodies and national qualifications agencies.
