He was born in Baku, Azerbaijan in November 1958.

He educated in Moscow State University during 1975-1980. He graduated with his Bachelors in Economics and Mathematics in 1980, and earned a Masters of Science in Economics at Moscow Institute of Economics & Finance 1984. He completed his PhD in Philosophy in 1994.
