The PLO retained a variety of equipment provided through aid and purchases from Arab countries and Eastern Bloc countries, especially the Soviet Union and China. The Palestine Liberation Organization, which consisted of several factions with different approaches (nationalist, Arabist, communist ideologies), each had military wings, such as Fatah, which had a wing called Al-Asifa. The fronts with communist ideology had a small number of fighters compared to the other factions, and thus received less support. These factions also relied on terrorist operations instead of guerrilla operations or traditional warfare.

Starting in 1969, the PLO decided to unify all the fedayeen into one armed force, in order to benefit from manpower resources and for the purpose of unifying effort and coordination.
