Frankie Jr. Rapisora Salar

Frankie Jr. Rapisora Salar (usually stylized as Frankie "Jay-R" Salar), or also known simply as Jr Salar, is a Filipino young politician. He previously served as the Sangguniang Kabataan Chairperson of Barangay Cagniog, Surigao City in Surigao del Norte (2018-2023). He is a distant descendant of Vicente T. Cubero as his maternal grandmother was Cubero's sister.
Early and personal life [edit]
Salar was born on May 17, 1994, in Cagayan de Oro City, Philippines. He is the youngest child. He is member of LGBTQA.
He was a graduate of Bachelor of Arts in Political Science, at the Saint Paul University Surigao, and currently studying Juris Doctor at the San Sebastian College - Recoletos Surigao City extension.
He advocates for the Spanish language in the Philippines and the conservation of the Surigaonon Language. He favors the preservation of the Philippine-Hispanic identity of the country. During his tenure as SK chairperson, he used Spanish as one of the working languages of his council.
He lost in 2010 Barangay and SK Election for SK Chairperson and was defeated in the 2023 Philippine Barangay and Sangguniang Kabataan elections for Barangay Kagawad. He notable supporter of former Vice President Leni Robredo during the 2016 and 2022 elections.

As SK Chairperson, (2018-2023) [edit]
Salar first served as SK Chairperson. Several ordinances were authored and approved during his incumbency as an ex-officio member of the Sangguniang Barangay, as he represented the youth in the council. These are some important pieces of legislation passed, Barangay Cagniog Youth Code, Barangay Cagniog Gender Fair Ordinance, and Barangay Cagniog Educational Financial Assistance and Cash Incentive.[1]
In 2018, under his administration, the Sangguniang Kabataan of Barangay Cagniog, Surigao City passed a resolution declaring Spanish as one of the official working languages of the SK Barangay Cagniog which led to the enactment of an ordinance introduced by ex-SK Chairperson Frankie Salar and approved by Sangguniang Barangay in 2021. Further, the Sangguniang Panglungsod Surigao returned the ordinance to the barangay for amendments, which aim to include the teaching of Spanish in the said Barangay.[2]
He served as the President of Surigao City and Federated President of Kabataan Kontra Droga at Terorismo (KKDAT) of Surigao del Norte, an advocacy campaign of the Philippine National Police (PNP) in collaboration with the Department of Interior and Local Government (DILG) in combating terrorism and illegal drugs to organize a youth movement and enflame in them the spirit of volunteerism.
He also proposed, through an ordinance, the creation of a barangay-funded high school and the institutionalization of the Purok.
