Google Books only has snippets of the Ariansas Senate records. Other than those I can find remarkably little on this individual.
Henry Freeman Hutto was a state legislator in Arkansas. He served in the Arkansas Senate including as President of the Arkansas Senate.[1]
There was a Henry Hutto Sr. So presumably there was also a Henry Hutto Jr. Not sure which one this is..[2]
