The French-Iranian Center (French: Centre Franco-Iranien)[1][2] is a non-political association under the French 1901 law (Association loi de 1901), founded in August 2016, with the aim of developing relations between Iran and France in various fields (geopolitics, economics, culture, arts, academia, sports, etc.). According to the association's report, in 8 years of existence, the Franco-Iranian Center has organized nearly a hundred events.[citation needed]

Presentation

The French-Iranian Center, created on August 29, 2016, was registered with the Paris Police Prefecture (Official Journal of the French Republic on September 10, 2016, under identification number R.N.A.: W751235269)[3],[4]. The stated objectives of this association are[5]:

"To work towards the development of relations between France and Iran and promote a better understanding between the two civil societies in all areas (institutional, cultural and artistic, media, academic and scientific, ecological, economic, industrial and commercial, tourism and sports) through various means (conferences, training, visits, publications, decentralized cooperation, sports events, etc.)."

Structure

The French-Iranian Center was founded by a group of 9 people (6 French and 3 Iranians), and in 2023, its Board of Directors includes 31 members (of which 4 are Iranians and 7 are women)[6]. Numerous French political and economic figures are part of its Board of Directors[7]. The Association's executive committee is currently composed of 7 people: Alireza Khalili [8](President), Jean-Claude Voisin (Vice President), Fatemeh Shademan (Vice President), Vahid Yaghoubi [9](Vice President), Eugène-Henri More [10](Secretary General), Shahla Mazandarani[11] (Treasurer), and Francine Cousteau (Advisor).

Assessment

All of the association's activities aim to strengthen the connection between French and Iranian civil society. The association claims to be the most active NGO in Franco-Iranian relations. Indeed, according to information provided by the association and verified via social media, since its creation in August 2016, the Franco-Iranian Center has organized 104 events (25 geopolitical conferences and webinars,[2] 20 economic and financial symposiums and roundtables,[1] 54 cultural and artistic conferences and events, 5 general assemblies); as well as 12 quarterly training sessions on "Persian Language and Literature and Iranian Civilization" (with nearly 180 students trained since 2021).

Throughout its existence, the association has formed numerous partnerships with the goal of fostering closer relations between France and Iran. According to information provided during the association's General Assembly, since its creation, the Franco-Iranian Center has collaborated with 61 French institutional and private partners (National Assembly, Senate, City Halls, Grandes Écoles, law firms, banks, museums, private companies, etc.).

The association also has a media presence: 43 articles and reports in major French and European media outlets (Paris Match[12], Le Point[13], Ouest France[14], AFP, Radio France[15], France 3, Wall Street Journal, … ), and 210 articles in Iranian media and news agencies[16].

In 2021, the Franco-Iranian Center signed a memorandum of understanding with the Faculty of World Studies at the University of Tehran[17], becoming the only non-university French entity to have such a partnership. Additionally, according to information shared on the University of Tehran's website, new partnership agreements were signed in 2022 and 2024 with the Faculty of Foreign Languages and Literatures at the University of Tehran, as well as with the prestigious Faculty of Law and Political Science at the University of Tehran[18].

The association claims to have organized five unprecedented events in Franco-Iranian relations over the past 50 years: the first delegation of Iranian mayors to come to France to participate in an environmental conference organized in partnership with the Diderot Institute (December 6, 2016)[19]; the first delegation of around 30 Iranian businesswomen to Paris (February 1, 2018)[12]; the first Iranian film festival in France (November 4-7, 2021, in Chantilly); the first delegation of female Iranian painters; and the first photography competition on the theme of water in Iran (June 2024), with the participation of over 200 Iranian photographers[20][21].

Iranian Film Festival of Chantilly (IFF-Chantilly[22])

In June 2021, a joint press release from the City of Chantilly, the Domaine de Chantilly-Fondation d’Aumale, and the French-Iranian Center announced the organization of the first edition of the Chantilly Iranian Film Festival (IFF-Chantilly). The festival, which took place from November 4 to 7, 2021, in the cities of Chantilly and Senlis, focused on the new generation of Iranian cinema. The event was organized with the cooperation of the City of Senlis, the Chantilly-Senlis Tourist Office, and the Elysée Cinema of Chantilly.

According to information released by the media, after a call for films in Iran, a pre-selection committee composed of French and Iranian cultural and artistic figures selected 7 feature films from 46 submissions to compete in the official competition. The festival featured three awards: the official prize, "the Jacobée Trophy" (named after the renowned Chantilly sculptor Étienne Jacobée[23], who created the artwork representing the festival’s top prize), which was awarded to "Old Men Never Die"; a public prize, determined by audience votes, which went to "African Violet"; and a special prize from the 3rd year students of the 2021/2022 Cinema's undergraduate program at the University of Paris 1 Panthéon-Sorbonne, awarded to "Mehran".
