Fuzhou 3820 Project it was a development plan for Fuzhou City promoted by Xi Jinping who was then the Secretary of the CPC Fuzhou Municipal Committee. Xi Jinping served as the Secretary of the Fuzhou Municipal Party Committee for more than six years and lived in Fuzhou for nearly thirteen years which has given him a deep affection for the city.[1]
Xi Jinping wants to build Fuzhou City into an international metropolis and a center for the economy culture, education transportation politics and technology for Fujian Province and the West Coast Economic Zone of the Taiwan Straits.[2]
