Lieutenant-General Igor Kirilov is nominally in charge of Russia's CBRN defense, Russian NBC Protection Troops.[1]

editOn 4 October 2018, Kirilov claimed that the US had tested biological weapons in Georgia, killing 73 around December 2015. He said: "The almost simultaneous deaths of a large number of volunteers implies that the Lugar Research Center was testing a highly toxic chemical or a highly lethal biological agent under the guise of [medical] treatment... The demonstrated documents showed that the test resulted in mass fatalities among patients. Despite the fact that 24 had died in December 2015 alone, the clinical tests went on bypassing international standards and took place against the patients' will. This resulted in the death of another 49 people."[2][3] The claims had been brought to light by Igor Giorgadze, an exiled Georgian politician.[4] Later that same month Kirilov declined an invitation to visit the lab. The Russian Foreign Ministry as well as the Chairman of the State Duma committee on defense, Vladimir Shamanov, participated in these charges.[4] In November the BBC reported that the claims seemed to relate to Sovaldi, an approved Hepatitis C medication.[5]
During March 2019, Kirilov was in Armenia for discussions with his counterparts.[6]
