Ilham Uzeyir oglu Bayramov (August 10, 1970, Zangezur district) — General director of "Azerbaijan Standardization Institute" PJSC under the State Service of Antimonopoly and Consumer Market Control under the Ministry of Economy, Chief of Staff of the Ministry of Agriculture of the Republic of Azerbaijan (2014- 2018), Deputy Head of the State Registry Service of Real Estate of the Republic of Azerbaijan (2006-2009), PhD. in Agricultural Science.
Life
editIlham Uzeyir oglu Bayramov was born on August 10, 1970, in Zangezur region.
He is married and has three children.
Education
editIn 1992, he received his soil science degree from Moscow State University named after M.V. Lomonosov. In 2002, he completed the "Academic Courses of Strategic Studies and State Defense Management" at the Military Academy of the Armed Forces of the Republic of Azerbaijan.
In addition, from 2006 to 2009, he studied in the Academy of Public Administration under the President of the Republic of Azerbaijan in the State and Municipal Management Program where he earned honors in agricultural sciences. He is also a Ph.D. holder in agricultural science.
Career
editFrom 1993 to 1995, Ilham Bayramov served as the deputy director of the "Avshar" enterprise in Moscow.
He then worked as a junior associate scientist at the Institute of Soil Science and Agrochemistry of ANAS from 1995 to 1996, followed by a role as a senior specialist at the State Real Estate Committee of the Republic of Azerbaijan from 1996 to 1999.
Between 1999 and 2005, he held various responsible positions in the State Land and Mapping Committee. Since 2005, he has led the department at the State Registry Service of Real Estate of the Republic of Azerbaijan, and in 2006, he was appointed deputy chief of the Service.
From 2009 to 2013, he served as the chairman of the board of directors at "Caspel" (IT & Telecom Solutions Integrator) LLC and as the information and communication technologies advisor at "Azersu" OJSC.
From 2014 to 2018, he held the position of Chief of Staff at the Ministry of Agriculture of the Republic of Azerbaijan, acting as an advisor to the minister. From November 6, 2018, to December 10, 2021, he was the director of the Production and Operations department at Azerbaijan Industrial Corporation OJSC.
Since December 10, 2021, Ilham Bayramov has been serving as the General Director of "Azerbaijan Standardization Institute" LLC, under the State Service for Antimonopoly and Consumer Market Control within the Ministry of Economy.
Projects
editHe has taken an active position in the development and execution of government initiatives pertaining to land, agriculture, and economic reform in the Republic of Azerbaijan. In the public and private sectors, he has also overseen a number of initiatives in the fields of scientific research, real estate, land and water management, territorial planning, corporate information systems, spatial databases, geographic information systems (GIS), and other information technology solutions.[1][2][3][4] Furthermore, he actively contributes to the development of the Republic of Azerbaijan's quality infrastructure[5] and national standardized system in accordance with contemporary standards.[6][7][8][9] He received the appropriate certifications from the relevant state institutions in Germany, the Netherlands, Lithuania, Sweden, Switzerland, Turkey, and the Netherlands. He also took part in the planning and execution of several state initiatives that were approved with the aim of advancing our nation's agricultural industry. In 2014, he took on the role of country coordinator for the European Union-funded "Electronic Agriculture" project.[10]

editThe President of the Republic of Azerbaijan presented him with the Medal "For Honor in Civil Service" in appreciation of his services.
Scientific works
editHe is the author of numerous scientific monographs and methodological works focused on the development of agriculture.
