Professor Joseph Terlumun Utsev - FNSE; FNICE; FNIWE, is the Nigerian Minister for Water Resources and Environment. He assumed office in August 2023 after his inauguration by President Bola Ahmed Tinubu. A 2004 graduate of Civil Engineering from the Federal University of Agriculture, Makurdi. Prof. Utsev graduated as the best graduating student in his department for the year and was engaged by the institution as a graduate assistant after his one year mandatory national service. He obtained a Master Degree in Water Resources and Environmental Engineering from the prestigious University of Nigeria Nsukka in 2007 and went back to the institution for his PhD, a feat he achieved in 2011 in the same field of Water Resourses and Enviromantal Engineering. As Director of The Centre for Entrepreneurship Development of the University of Agriculture makurdi, he setup seven workshops as Skills Acquisition Centres on campus for students of the university. He was appointed the Benue State Commissioner for Water Resources and Environment in 2017. In 2018, President Mohammadu Buhari appointed him the Director of Engineering at the Lower Benue River Basin Development Authority. Prof Utsev later became the pioneer Rector of the Federal Polytechnic, Wannune, Benue State, a position he held until his appointment as the Minister for Water Resources and Environment.
Prof. Utsev is a member of the Council of Registered Engineers of Nigeria, COREN. He is a Fellow of the Nigerian Society of Engineers, Fellow, Nigerian Institution of Civil Engineers and Fellow, Nigerian Institution of Water Engineers. His scholarly works is published in many international journals.
