On 21 September 2024, 19-year-old Philippine Le Noir de Carlan's body was found buried in the Bois de Boulogne, in Paris.[1] The victim was raped and died from asphyxiation.[2] The suspect, Taha O., a 22-year-old Moroccan, was later caught in Switzerland and is awaiting extradition to France.[3]
The case led to extensive media and political commentary, most specifically on the issue of how to deal with those convicted of rape, the deportation of foreign nationals subject to an obligation to leave the French territory (French: Obligation de quitter le territoire français; OQTF), conditions applicable to the release of a foreign national currently under administrative detention and the systematic deportation of a foreign national convicted of a felony.[4][5][6][7][8]
