Development on the film was first announced in December 2016, with Greg Berlanti directing the film, and Matthew Robinson penning the screenplay. Berlanti, David Geffen and Marc Platt will serve as producers.[1] In July 2017, Rebel Wilson and Josh Gad had been reported as being in consideration for the roles of Audrey and Seymour, however Berlanti refuted the report.[2]

No further announcements were made until February 2020, when Taron Egerton, Chris Evans and Scarlett Johansson entered early negotiations to star in the film, while Billy Porter was cast in the role of Audrey II.[3][4]

In September 2022, Egerton stated that the film went "dormant" due to repeated delays stemming from the COVID-19 pandemic.[5]
