Muhammad Kaleem Abbasi ( محمد کلیم عباسی) is a Pakistani agricultural scientist, researcher, and academic administrator from the village of Hill Surang in the Dhirkot Tehsil of Bagh District, Azad Kashmir.[1]

He has served as the Vice Chancellor (VC) for three separate public universities across Azad Kashmir and Khyber Pakhtunkhwa.[9][8][7]

Career and university management

University of Poonch

Abbasi served as the Dean of the Faculty of Agriculture, Director of Advanced Studies and Research, and Chairman of the Department of Agronomy at the University of Poonch, Rawalakot.[9] In 2014, he was appointed as the Vice Chancellor of the university, a position he held until June 2017.[9]

University of Haripur

In June 2017, the Government of Khyber Pakhtunkhwa, appointed Abbasi as the Vice Chancellor of The University of Haripur.[8] He assumed charge in the same month.[8] However, due to a new appointment opportunity arising in Azad Kashmir shortly after, he resigned from this post after serving for a few weeks.

University Of Azad Jammu and Kashmir

In July 2017, Abbasi assumed office as the Vice Chancellor of the University of Azad Jammu and Kashmir[7] (UAJK) which is the region's largest central public university. He completed two consecutive terms in this role, retiring in 2025 upon completing his tenure.[10][11] During his tenure, Abbasi initiated several academic and structural developments at the university.

  • In February 2018, he started M.Phil degree programs in Urdu and Kashmir Studies.[12] He secured the 200 kanals of land for the development of the Neelum Campus.[12] Additionally, he also managed an 8 billion rupee grant from the Saudi fund for Development for the King Abdullah Campus.[12] During his tenure, King Abdullah Campus and Muzaffarabad's first Software Technology Park were completed.[13]
  • In October 2021, Abbasi represented UAJK at a national seminar in memory of Kashmiri leader Syed Ali Gilani[14] at the International Islamic University, Islamabad, alongside heads of ten other Pakistani universities.[14]
  • In December 2021, during his second tenure the Supreme Court of Azad Jammu and Kashmir dismissed a petition against Abbasi's appointment.[15] The court ruled that the petition had no legal merit and noted that he was already cleared of all allegations by the Ehtesab Bureau.[15]
  • In November 2022, Abbasi attended the First International Conference on Climate Change at the Islamia University of Bahawalpur.[16] As an environmental scientist, he spoke about the impact of climate change on Pakistan's agriculture,[16] nothing that the monsoon floods caused an estimated 30 billion dollar loss to the country.[16]
  • In February 2024, Abbasi attended the 53rd Syndicate meeting of UAJK.[17] Held at Kashmir House in Islamabad. Which was chaired by the University Chancellor and President of Azad Kashmir, Barrister Sultan Mahmood Chaudhry.[17]

Research work and scientific honors

Abbasi is a fellow of the Alexander von Humboldt Foundation in Germany. This fellowship was awarded to him for his research on climate change and soil fertility.[18] He has written more than 100 research papers in international journals, focusing on soil erosion in the Himalayan region, nitrogen fixation, and natural fertilizers.[19][20] He also served as the President of the Soil Science Society of Pakistan.[21][22]

  • In 2001, Abbasi co-authored a study published in the Journal of Plant Nutrition about nitrogen dynamics in grassland soils[23], and in 2004, co-authored a field study published in Mountain Research and Development about growing White Clover in Kashmir pastures.[24] This was followed by a 2005 study published in Archives of Agronomy and Soil Science about integrated nutrient management for wheat crops.[25] In 2006, he worked on a study published in Bioresource Technology about using organic manure and microorganisms to increase cotton yields[26], and in 2008, he co-authored a microbiology study published in the World Journal of Microbiology and Biotechnology about isolating native nitrogen-fixing bacteria in Azad Kashmir.[27] In 2009, his study was published in Geoderma about how carbon dioxide levels affect soil nutrients in grasslands.[28] Later in 2012, he co-authored a field study published in the Agronomy Journal on splitting nitrogen fertilizer doses to maximize maize yields under rainfed conditions[29], followed by a 2015 study published in Biogeosciences on combining rock phosphate with organic manure to improve chickpea growth.[30] In 2017, he focused on a cropping system study published in Archives of Agronomy and Soil Science tracking micronutrient availability in wheat and soybean crops[31], and in 2018, he co-authored a study published in Microbiological Research on using Pseudomonas bacteria as a biofertilizer to reduce chemical inputs in sunflower crops.[32]

In February 2019, Abbasi was elected President of the Soil Science Society of Pakistan (SSSP) for the 2019–2020 term, securing 227 votes against his opponent's 80 votes.[21]
