editMuhammadjon Moʻminov was born in 1903 in the city of Namangan. He studied at the old school in Namangan and later attended the Namangan Gymnasium until 1917. His father, Abdumoʻmin Inagʻomov, served as a local judge. From 1917 to 1920, Muhammadjon Moʻminov continued his education independently. In 1920, he joined the Komsomol organization in Namangan. In 1921, he enrolled in the workers' faculty in the city of Qoʻqon. However, this faculty was dissolved in September 1922, prompting him to move to Tashkent, where he was accepted into the workers' faculty at the Central Asian State University. Moʻminov graduated from this faculty in 1923 with a diploma. To further his knowledge, he went to Moscow.
In 1923–1924, he entered the Faculty of Law at Moscow State University. At the end of 1928, he successfully defended his thesis on "Prosecutorial Oversight in the Country's Governance System," graduating with honors. In 1929, he moved to Samarkand and was appointed a member of the Collegium of the Supreme Court of the Uzbek SSR. Starting in 1931, he worked as the head of the Department of Legal Assistance and Judicial Defense at the People's Commissariat of Justice of the Uzbek SSR. From 1932 to 1935, he served as the director of the Soviet Institute for Construction and Legal Research. In 1935, he was appointed prosecutor of the Fergana region.
In 1937, he was forced to return to Tashkent. On March 28, 1937, he was accused under Article 66, Part 1, of the Uzbek SSR Penal Code by the NKVD (People's Commissariat for Internal Affairs) leader Zagvozdin. A search was conducted at his home on March 29, 1937. On December 20, 1937, the indictment was signed by Leonov of the Uzbek SSR NKVD. On October 4, 1938, the Supreme Court sentenced Muhammadjon Moʻminov to execution, which was carried out the same day. On January 23, 1957, the Military Collegium of the Supreme Court of the USSR rehabilitated Muhammadjon Moʻminov, clearing his name.
