The National Strategic Planning Center (CEPLAN) is a technical agency attached to the Presidency of the Council of Ministers of Peru.[1] According to Legislative Decree No. 1088, it is the governing governmental body of the Peruvian National Strategic Planning System.
On November 25, 2021, Giofianni Peirano Torriani was appointed as representative of the President of the Republic and president of the Board of Directors of the National Center for Strategic Planning - CEPLAN, by Supreme Resolution No. 168-2021- PCM.
Duties
editIt is in charge of formulating, coordinating, following up and evaluating the Government's strategies and priorities; it is the institution that leads the process of formulating and disseminating a shared and concerted vision of Peru's future at its different levels of government.
Ceplan is the institution in charge of planning the country for the next decades; the space that contributes to the discussion of the country's strategic options, considering the present situation and the possibilities of the future with a view to 2021, in a first stage.
History
editOn October 19, 1962, by means of Decree Law No. 14220, the National Economic and Social Development Planning System was created with its governing body, the National Planning Institute (INP). Although it cannot be said that this was the beginning of the history of planning in Peru, it is possible to say that this Decree Law was the formal beginning of planning in Peru.
Later, in June 1981, Legislative Decree No. 177 put into effect the Law of Organization and Functions of the National Planning System, headed by the then National Planning Institute (INP), an agency that in 1992, after 30 years, was dissolved by Decree Law No. 25548, its functions being assumed by the Ministry of Economy and Finance, except for those of international cooperation.
The National Agreement (2002) brought back the idea of strategic planning with the adoption of the Fifth State Policy, which established the creation of a national strategic planning system with clear general and specific objectives that set short, medium and long term goals. This Fifth State Policy was formalized on May 6, 2005 with the enactment of Law No. 28522, which created the National Strategic Planning System and CEPLAN. Notwithstanding the enactment of this Law, it was not until June 28, 2008 that CEPLAN was implemented with the enactment of Legislative Decree N° 1088 published in El Peruano newspaper.

In addition, its organizational structure includes multidisciplinary committees, specialized technical bodies of a temporary nature made up of national and/or foreign experts, which are created to address and study priority issues for the State's strategic management..
