There is no written history of where the Nusa Penidan people came from, but some believe that the first people to inhabit this island were the Bali Aga people they are an indigenous tribe who live on the island of Bali and may have lived in the Nusa Penida, after the collapse of the Majapahit empire many people from Java immigrated to Bali and Nusa Penida So that cultural assimilation with the Balinese people occurred, creating a new ethnic group on the island with the influence of Javanese Hinduism and the Javanese language entering the island And there was an assimilation of Javanese and Balinese language and culture, this is proven by several Nusa Penida dialects which are similar to Javanese like the "Kola" word which meaning "I", although most are influenced by the Language and culture of the Bali Aga people.

The people of Nusa Penida have long been able to resist the Balinese kings who organized many other military expeditions. However, in the second half of the 17th century, the island of Nusa Penida was definitely conquered by expeditions of the Gelgel Kingdom of Bali.
