Risimati Patrick Mathye is a South African civil engineer, researcher and public-sector executive. He serves as Deputy Director-General for Water and Sanitation Services Management at the Department of Water and Sanitation (DWS). He was appointed to the position by the South African Cabinet in May 2022.[1]

Education and research

Mathye studied civil engineering and engineering management at the University of Johannesburg. He obtained a National Diploma in Civil Engineering, a Bachelor of Technology in Civil Engineering specialising in Urban Planning and Design, a Bachelor of Science Honours in Engineering and Management Technology, and a Master of Technology in Civil Engineering. He also holds a Master of Business Leadership from the University of South Africa.[2]

In 2023, Mathye was awarded a Doctor of Philosophy in Civil Engineering by the University of Johannesburg. His doctoral thesis, Development of an integrated water loss management model, examined integrated approaches to managing water losses in water distribution systems, with a case study focusing on Alexandra, Johannesburg.[3]

Mathye's research focuses on water loss management, water distribution systems, pressure management and water resources management. His research has been published in peer-reviewed academic journals, including the journal Water.[4]

He has also co-authored research examining socio-technical approaches to water-loss control and cost-benefit analysis in water supply networks.[5]

Public-sector career

Mathye has worked in the civil engineering and water sectors, with experience in engineering design, construction management, operations and maintenance, project management and executive management.[6]

In May 2022, the South African Cabinet appointed Mathye as Deputy Director-General for Water and Sanitation Services Management at the Department of Water and Sanitation.[7]

In this capacity, Mathye has participated in national engagements concerning water security, municipal water services, infrastructure and water-loss management. In 2023, he provided technical feedback during government engagements concerning water shortages in Gauteng and the management of water distribution systems.[8]

Mathye has published research on water distribution systems, pressure management and water-loss management. His academic record includes research published in international peer-reviewed journals and a doctoral thesis held in the University of Johannesburg's institutional repository.[9]
