The Thailand International Cooperation Agency (TICA) is an organization under the Ministry of Foreign Affairs of Thailand, responsible for managing and implementing international cooperation and development assistance programs between Thailand and other countries. TICA's main focus is on technical cooperation and knowledge exchange, particularly with developing countries.
Background and Establishment of TICA
editIn 1950, the Thai government established the "Department of Technical and Economic Cooperation" (DTEC) to manage the technical assistance projects from the USA and Europe within Thailand. This department worked closely with foreign partners, from the planning phase to the evaluation of the projects. After Thailand experienced strong economic growth and healthy development until the early 21st century, the country transitioned from being a recipient to a provider of assistance. This shift in policy led to the creation of TICA, which was established in 2004.
Responsibilities of TICA
editThe organization primarily supports neighboring countries such as Laos, Cambodia, Myanmar, and Vietnam, and has recently extended its assistance to East Timor, Sri Lanka, and some African countries. These projects can be funded solely by Thailand or co-financed with foreign partners. On average, TICA collaborates with over 100 partner organizations (both governmental and non-governmental), including Germany's GTZ.
Additionally, TICA advises foreign organizations on educational opportunities in Thailand and encourages them to study in the country. The organization also manages the supply of materials for numerous technical assistance projects and provides support with tax issues, visa extensions for foreign experts, volunteers, and accredited NGO members.
