The World Food Programme (WFP) Uganda has a significant presence in Uganda, focusing on addressing food insecurity, malnutrition, and building resilience among vulnerable populations. Despite Uganda's agricultural potential and recent socio-economic progress, the country faces high levels of poverty and food insecurity, exacerbated by climate shocks such as droughts and floods.[1] Uganda ranks 159th out of 193 countries on the Human Development Index (2023), and its food insecurity is classified as ‘serious’ by the Global Hunger Index 2023.[2]

- Crisis Response: WFP Uganda provides cash and food assistance to 1.3 million refugees and Ugandans affected by recurring climate shocks. Refugees receive hot meals upon arrival at transit centers. They are registered to receive cash or food and are allocated land. WFP is also working to help refugees and host communities become self-reliant through market-oriented approaches like farming, post-harvest management, and financial literacy training.
- Climate Action: WFP supports communities affected by climate shocks by building household and community assets that strengthen livelihoods and reduce disaster risks.[4] These initiatives include the introduction of climate-resilient crops, improved water management, and livelihood diversification, such as fish farming and beekeeping in the Karamoja region. [5]
- School Meals: WFP Uganda provides meals to over 216,000 students across 315 primary schools in Karamoja, covering 78% of the region's schools.[6] The Home-Grown School Feeding model supports local smallholder farmers by procuring food locally. In 2023, WFP registered a fivefold increase in food procurement from smallholder farmers.[7]
- Nutrition: WFP is transitioning to a sustainable, malnutrition-prevention model, focusing on building government capacity at the subnational level. This involves integrating malnutrition prevention into health services, with training provided to healthcare workers and community health structures like village health teams.[8]
- Support to Smallholder Farmers: Through its Agriculture and Market Support program, WFP helps reduce post-harvest losses, strengthens institutional capacities, and creates employment opportunities, particularly for young people and women. WFP also improves access to markets for smallholder farmers.[9]
- Social Protection: WFP is working with the Government of Uganda to strengthen social protection systems. Key interventions include the Child Sensitive Social Protection Programme, which provides cash-based transfers to vulnerable populations, and Pro-Resilience Action, which enhances institutional capacities to respond to shocks.[10] [11]
- Supply Chain: WFP provides logistics services to support humanitarian efforts in Uganda and neighboring countries. WFP Uganda maintains a satellite hub as part of the United Nations Humanitarian Response Depot (UNHRD) network, which supports the prepositioning of emergency relief items for regional responses.[12]

Country Strategic Plan (2018-2025)
editWFP’s Country Strategic Plan for Uganda aligns with Uganda's Vision 2040 and the National Development Plan. It aims to address food insecurity and malnutrition, while also supporting refugee responses and strengthening social protection systems. The six strategic outcomes of the plan focus on ensuring access to food during crises, building resilience to climate shocks, reducing malnutrition, enhancing smallholder farmer productivity, and improving institutional capacities.[30]
