Yuriy Andreevich Tskhay is a Kazakh businessman.[1], developer[2], philanthropist, and public figure. He held the position of Deputy in the Senate of the Parliament of the Republic of Kazakhstan during its IV and V convocations. Tskhay is recognized as an Honored Coach of both the USSR and Kazakhstan in boxing, and he has contributed his expertise to coaching the Olympic boxing team of the Republic of Korea[3].

In the 2014 ranking of the 50 most influential businessmen of Kazakhstan by Forbes Kazakhstan[4].

Biography

Tskhay was born in a family of ethnic Koreans[5]. His parents worked as laborers on a collective farm[6].

Coaching Career

Yuriy Tskhay began boxing in his youth and commenced his coaching career in 1968[7] at the Children's and Youth Sports School in Chu, Dzhambul region.

Between 1973 and 1980, he served as a boxing coach in Dzhambul.

From 1980 to 1990, he coached the Kazakh SSR boxing team and concurrently held the position of assistant coach for the Soviet Union boxing team from 1981 to 1990.

During 1990 to 1992, he assumed the role of coach for the Olympic boxing team of the Republic of Korea.

Throughout his three decades in sports, he trained numerous distinguished boxers who achieved significant success in Olympic Games and World Championships[8].

Most famous trainees:

  • Serik Konakbayev – Honored Master of Sports, silver medalist of the Moscow Summer Olympics, silver medalist of the World Championship, two-time European champion, and two-time World Cup holder[9].
  • Damir Budanbekov – Renowned coach and later the head coach of the national team of Kazakhstan.
  • Karimzhan Abdrakhmanov – International Master of Sports, bronze medalist of the European Championship, and silver medalist of the Goodwill Games.
  • Bolat Zhapenov – Finalist of the Spartakiad of the Peoples of the USSR and holder of the USSR Cup.

Career

In 1992, following his return from South Korea, Yuriy Tskhay assumed leadership of the private company “Dostar”. Under his leadership, the “Dostar” business center, the “Dostar-Land” entertainment complex, and the “Hanhwa-Dostar” gas station complex were built in Almaty.

In 2000, he established the international school-lyceum “Dostar”.

Between 2001 and 2012, he collaborated with the South Korean pharmaceutical company “Han Seo Pharm” to establish the pharmaceutical plant “Global Pharm”. In 2012, the Turkish pharmaceutical company “Abdi Ibrahim Ilac Sanayi Ve Ticaret A.S.” acquired shares in “Global Pharm”, which was subsequently renamed “Abdi Ibrahim Global Pharm”.

From 2001 to 2006, he held the position of shareholder and Chairman of the Board of Directors at JSC “Bank Kaspiyskiy”. In 2006, his shares were acquired by the investment fund “Baring Vostok Capital Partners”, leading to the bank's rebranding as JSC “Kaspi Bank”.

During 2002 to 2005, he served as a shareholder of JSC “Corporation “KUAT”[10].

From 2003 to 2007, he acted as Chairman of the Board of Directors at JSC “Agromashholding”.

In 2004, Tskhay founded JSC "Caspian Group", where he has served as Chairman of the Board of Directors since 2014.

In 2005, he established the restaurant chain “Korean House”.

In 2006, he co-founded the investment company JSC "Seven Rivers Capital" with the South Korean financial firm “Hanwha Securities”. By 2012, Hanwha Securities acquired 100% ownership of the company, which was subsequently renamed JSC “Freedom Finance”.

In 2007, he founded the “Alcas” concrete mixing plant in the Almaty region.

In 2007, Tskhay established JSC "Affordable Housing" aimed at constructing low-rise residential buildings and social facilities in Astana.

In 2008, he inaugurated a Sports Training Center in the Almaty region dedicated to preparing the national boxing team of Kazakhstan for the Beijing Olympics.

In 2013, he founded the “Evraz Caspian Steel” rebar plant located in Kostanay.

From 2014 to 2021, he served as a member of the Board of Directors of JSC "Group of Companies Allur"[11].

Between 2014 and 2023, he held shares in JSC “Group of Companies Allur”. In 2019, his shares were acquired by the China National Machinery Industry Corporation[12].

Under Tskhay's direct oversight, the first small-unit car manufacturing plant, “SaryArkaAvtoProm”, was launched in Kostanay. Additionally, the “Yubileiny” microdistrict was constructed in Kostanay to accommodate workers and employees of both the “Evraz Caspian Steel” and “SaryArkaAvtoProm” plants. An LG television production plant was established in Almaty.

Political Activity

From 2007 to 2013, Yuriy Tskhay held the position of Deputy in the Senate of the Parliament of the Republic of Kazakhstan during its IV and V convocations. During this period, he was a member of the Finance and Budget Committee and also served as an advisor to the Prime Minister of the Republic of Kazakhstan on sports[13].

Public Activity

From 1995 to 2007, Tskhay served as the President of the Republican Public Association "Association of Koreans of Kazakhstan" (AKK)[14]. During his tenure, Tskhay successfully unified all regional Korean centers under one association. He implemented initiatives to support the Korean Theatre and the newspaper "Koryo Ilbo". Tskhay emphasized AKK's mission to foster a sense of identity among Kazakhstani Koreans as citizens of the sovereign Republic of Kazakhstan, prioritizing the interests of the entire Kazakhstani population.

Since 2007, Tskhay has held the position of Chairman of the Board of Trustees of the Association of Koreans of Kazakhstan.

Under his initiative and direct involvement, the Korean House was constructed in Almaty, and the “Education Center” was established at the Embassy of the Republic of Korea.

Development Project “Alatau”

In 2007, Yuriy Tskhay introduced the concept of developing four new satellite cities[15], known as “G4 City”, between Almaty and Kapshagay (Almaty region, Konaev city)[16]. Preparatory work on the project commenced that same year. However, due to the 2008 economic crisis and subsequent changes in the project's initial concept, implementation was postponed.

In September 2021, a new master concept for G4 City, developed by the Singaporean company Surbana Jurong, was presented to the President and Government of Kazakhstan, providing a significant boost to the project's advancement[17]

In 2024, the project formerly known as G4 City was renamed “Alatau”[18]. Located in the Zhetygen village, Alatau has been designated as a city of regional significance.

The Alatau project received state support:

  • Presidential Decree No. 58 of December 17, 2022, “On Approval of the General Plan (Master Plan) for the Development of the City “G4 City” in the Almaty Region”.
  • Government Resolution No. 211 of March 15, 2023, on the creation of the special economic zone “G4 City” in the Almaty region.
  • Government Resolution No. 1187 of December 26, 2023, “On Amendments to the Resolution of the Government of the Republic of Kazakhstan dated March 15, 2023 No. 211” and “On the Creation of the Special Economic Zone “Alatau”.
  • Presidential Decree No. 432 of January 9, 2024, “On Changes in the Administrative-Territorial Structure of the Almaty Region” (creation of the new administrative unit - the city of Alatau).
  • Government Resolution No. 388 of May 17, 2024, “on approving the General Plan of the city of Alatau in the Almaty region”.

Yuriy Tskhay played a pivotal role in garnering international recognition for the “Alatau” development project within the global business community[19]. This project is distinguished as the largest and most unique in the CIS region[20]

Honorary Titles

For his contributions to sports, Tskhay has been honored with several titles, including Master of Sports, Honored Coach of the Kazakh SSR, Honored Coach of the USSR, and Honored Worker of Culture. He also holds the distinction of being an Honorary Professor at the Kazakh State Academy of Physical Culture and Sports.
