Since the name “University of Paris City” is prominent, I assumed it must be related to this publisher, but is Naudé the owner?
I could not find any specific information about this publishing house, so I did not know.
Naudé used to be a co-owner of the University of Paris, but was later removed from that position and is now someone else. If I understand correctly and what the website says is correct, Naudé is employed as the university's president. Records show he was removed from his position as co-owner in February 2024.[2][3]
I don't know if they keep their website up to date. Maybe the information on the website is out of date and the person in charge is already different. Unfortunately, I couldn't confirm that far. According to [4] updated May 2024, he was still President. The website lists him as president. The links you provided also list the City University of Paris as having 0 employees. Moreover, their website still lists Alaric as the President and lists Agnes Horry, the supposed owner, as VP. So according to the accreditation record he was president in May 2024 and Agnes Horry Rim was Vice President. Now the truly interesting part is apparently he was allegedly removed from his position in February 2024, but according to documents from 10/25/2023, he was removed there. Notably though it's a private for-profit operation that is controlled by shareholders and Agnes Horry apparently bought 10% of the shares round about 10/24/2023 when she becomes President. Prior to that, in February of 2023 according to the records the City University of Paris was transformed into its current form from something else and Alaric Naude was brought on.
United Scholars Academic Press purports itself as an academic press, but it lists a "University" Alaric Naude is clearly involved with as its major supporter and counts only Alaric Naude's book among its catalogue and comes after Alaric Naude was mocked on Twitter for his books being self-published. In fact, according to the domain information, "https://unitedscholarsacademicpress.com/" didn't exist until 10/28/2024, on 10/30/2024 you cite a tweet where Alaric promises his book is going to be forthcoming from a publisher. His tweet on 10/30/2024 actually seems to be addressing comments on Wikipedia that his book was self-published.

As for the book, the self-published version was released in Japan on October 12th. He has finished writing the text before then. When he completed his self-published text, he may have also sent it to a publisher. However, these are only guesses. I'm not the author, so that's all I can say.
