This article seems almost like a robot-translation from French with several awkward sentence constructs and wording. There is no term "horse reform" in English. I understand the concepts in the article, but they don't even quite fit the concepts of animal rescue (which rarely involves retraining of, say, horses), nor does it fit "retirement" (such as in Geriatric horse article) because the horses are used after their first career.
