Laurent Touvet (born 8 September 1962 in Dijon) is a senior French civil servant. State Councilor, he was appointed Prefect of Ain in 2013, then of Haut-Rhin in 2016. Since August 2020, he has been Prefect of Moselle.

Biography
editLaurent Touvet was born on 8 September 1962 in Dijon. He is the brother of Bishop François Touvet and the brother-in-law of General Pierre de Villiers.[1]
A student at the Lycée privé Sainte-Geneviève, he graduated from HEC Paris and Sciences Po. After graduating from the École nationale d'administration — Jean Monnet class (1990) — he chose the Conseil d'État.[2] Master of Requests in 1993, he was appointed government commissioner before the contentious formations of the Conseil d'État in 1995. Specializing in local government law, he was also deputy rapporteur to the Constitutional Council and legal advisor to the Association of Regions of France.[3]
Laurent Touvet was then Director General of the Conseil supérieur de l'audiovisuel (CSA) from 2001 to 2004, under the presidency of Dominique Baudis, then deputy director of the office of the Minister of Justice, Dominique Perben, between 2004 and 2005.[4]
Appointed State Councilor on 1 September 2006, he was Director of Public Liberties and Legal Affairs at the Ministry of the Interior from 2007 to 2013. On 8 July 2013 he became Prefect of Ain. He held this position until August 2016, when he became Prefect of Haut-Rhin.[5]
He is the co-author of two legal works: Les Grands arrêts du droit de la décentralisation (1999) and Droit des élections (2007) - Francis-Durieux Prize of the Académie des Sciences Morales et Politiques with Yves-Marie Doublet.[6]
He was appointed Prefect of Moselle from 24 August 2020.[7]
