Li Changguan (Chinese: 李常官; born October 1968) is a Chinese politician who has served as Minister of Civil Affairs since August 2026. He previously served as a vice chairman of the People's Government of Guangxi and as deputy minister of the Ministry of Civil Affairs.[1]

Biography

Li Changguan was born in Debao County, Guangxi, in October 1968. He joined the Chinese Communist Party in May 1987. From September 1984 to July 1988, he studied teacher training at the Baise Prefecture Ethnic Teachers' School in Guangxi. After graduating, he worked at the school as a teacher and subsequently served as secretary of its Communist Youth League committee and director of its administrative office.[2]

In September 1994, Li joined the Organization Department of the Baise Prefectural Committee of the Chinese Communist Party, where he served as deputy head of the Organization Division and later as head of the Cadre Examination and Evaluation Division. From September 1994 to July 1997, he also studied Chinese language and literature at the Department of Chinese Language and Literature of Guangxi Normal University. In December 1997, he was transferred to the Organization Department of the Guangxi Zhuang Autonomous Region Committee of the Chinese Communist Party, where he initially served as a principal staff member.[3]

Li became an assistant inspector in the regional Party committee's Organization Department in November 2000. From December 2000 to December 2001, he was seconded to the Organization Department of the Central Committee of the Chinese Communist Party. He subsequently served as deputy director of the General Office of the Guangxi regional Party committee's Organization Department. From September 2001 to July 2003, he pursued postgraduate studies in political economy at the School of Business of Guangxi University, while continuing his work in the organization department. In November 2004, he was appointed a deputy director of the General Office at the rank of a principal division-level official, and in October 2006 he became director of the Organization Division.[4][5]

From August 2007 to November 2009, Li served as director of the General Office of the Organization Department of the Guangxi regional Party committee. In November 2009, he was appointed a member of the Standing Committee of the Yulin Municipal Committee of the Chinese Communist Party and head of its Organization Department. From October 2010 to December 2012, he studied for an Executive Master of business administration at Guangxi University and obtained an EMBA degree. In May 2013, he became deputy secretary of the Yulin Municipal Party Committee. He subsequently served as deputy secretary of the Party Committee and held several concurrent positions, including president of the Yulin Municipal Party School and first secretary of the Party Working Committee of the Yudong New Area.[6]

In December 2017, Li was appointed president and secretary of the Party Leadership Group of the Guangxi branch of the China Council for the Promotion of International Trade. He held this position until June 2021, when he became secretary of the Party Leadership Group and director of the Guangxi Investment Promotion Bureau, as well as director of the Guangxi Autonomous Region Economic and Technological Cooperation Office.[7]

In January 2023, Li was appointed vice chairman of the People's Government of Guangxi and deputy secretary of the Party Committee of the Guangxi Autonomous Region Department of Education. He served as vice chairman of the Guangxi regional government until September 2024, when he was appointed a member of the Party Leadership Group and vice minister of the Ministry of Civil Affairs.[8]

In June 2026, Li became secretary of the Party Leadership Group of the Ministry of Civil Affairs.[9][10] On August 28, 2026, the Standing Committee of the 14th National People's Congress appointed him Minister of Civil Affairs.[11][12]
