convert data to json?

@Xaosflux: Yes, the proper solution is blocked because JSON can't be behind ResourceLoader, meaning it will be a bit slower to load. I would be interested in trying phab:T198758#4473145, but we shouldn't test it on geonotices, obviously. Also wikitext content model means we don't get the syntax highlighting.
