Miller ministry (Ontario)

The Miller Ministry is the name given to the Executive Council of Ontario under the leadership of Frank Miller, the 19th premier and president of the executive council.

The executive council (commonly known as the cabinet) was made up of members of the Ontario Progressive Conservative Party which held first a majority and then a minority of seats in the Legislative Assembly of Ontario. The cabinet was appointed by the lieutenant governor of Ontario on the advice of the premier. Members of the council are styled "the Honourable" only for the duration of their membership, not for life.

There are several confusing points pertaining to the Miller ministry that I hope to clarify in the coming days.

Is Norm Sterling in his cabinet? Wikipedia says he is, but ola.org says he isn't.

Who is Minister of: Citizenship and Culture; Intergovernmental Affairs; Labour; Revenue (in the first half). Who is Minister of Skills Development and PS Justice in the second half (these are more likely to be vacant as they are not real ministries).

A note on MWP: he starts out with seven; five go at election, but two more come on, so he has four in the end.
