One World Under Doom is a 2025 comic book event, focused on the anti-villain Doctor Doom who brings about a new world order after gaining the title of the Sorcerer Supreme. It is written by Ryan North, with art by R.B. Silva.

editMarvel advertises the comic book event as one of its biggest changes to its status quo since 2008's Dark Reign.[1] Editor Tom Brevoort said that "One World Under Doom is the umbrella, impacting not just The Rise of Emperor Doom, but the entire Marvel Universe. To the Avengers, Spider-Man and more... Doom is going to impact every corner of the universe for 2025."[1]
The main story is followed by tie-in comics such as Doom Academy by MacKenzie Cadenhead and Pasqual Ferry. Other series tying in to the event include Doctor Doom's Supreme Avengers, The Amazing Spider-Man, Doctor Strange of Asgard, Red Hulk, Iron Man, Fantastic Four, and Storm.[1][2]
Plot
editLead-up
editAt the end of the Blood Hunt storyline, Doctor Doom took the title of Sorcerer Supreme from Doctor Strange.[3] Afterwards, he secluded himself in Latveria for half a year, surrounding it with a magic barrier and intending to bring peace to the world.[4]
In the "8 Deaths of Spider-Man" story arc, Doom learns that his position as Sorcerer Supreme requires him to battle the Scions of Cyttorak. However, he refuses to do so and gives the task to Spider-Man, equipping him with arcane armor and the Reeds of Raggador, which will resurrect him eight times should he die.[5]
At some point during the period of his seclusion, in his astral form, Doom visits the Avengers in the Impossible City and summons them to meet with him in the Registan Desert. There he castigates the Avengers as cowards for doing nothing to solve the world's woes despite possessing their awesome powers.
Additionally, Doom kills several magical beings who forged a weapon to use against him and claims it for himself. Mister Fantastic and Invisible Woman arrive to confront Doom, but he teleports them away. Doom then begins his plans for his new world order.[6]
Main plot
editRoughly six months following his ascension as Sorcerer Supreme of Earth-616, Doctor Doom announces that all the world is now the global country of United Latveria and that he is enacting a welfare state agenda in which he declares war illegal, mandates free universal healthcare, and offers free public education to all people of the world. In response, the Avengers meet to oppose Doom, believing that he is either influencing world leaders via mind control or has them replaced by robotic duplicates. Meanwhile, Helmut Zemo attacks Latveria, but is killed personally by Doom and replaced with an obedient Doombot replica who surrenders Hydra to him. In addition, Doom claims a Tyrannosaurus variant of himself from an unidentified parallel universe where dinosaurs never went extinct[a] to serve as his steed.[7]
Doctor Doom's actions have since pleased some of the people of Earth. The Fantastic Four are not convinced and plan to confront him. Valeria Richards lies to Mister Fantastic and Invisible Woman by stating that she is visiting Wizard's clone Bentley 23 and sneaks off to see Doom. When Valeria visits Doom to ask what he will get out of this, Doom states that he plans to get glory out of it. The next day, Doom has world borders opened up so that all the nations can work together. The Fantastic Four proceed to confront Doom, where they find that he is defended by civilians who are prepared to go down for him. Before allowing the Fantastic Four to leave, Doom does what Mister Fantastic has failed to do by restoring the Thing to his human form. At the Impossible City, the Avengers realize that they are in a losing battle against Doom. While Scarlet Witch plans to lead every espionage agents and magic users as part of a plan to get close to the world leaders and uncover why they are supporting Doom, Black Widow and the others will serve as a distraction. Captain Marvel reveals that she is willing to accept help from the Masters of Evil: Arcade, Baron Mordo, Doctor Octopus, MODOK Superior, Madelyne Pryor, and Mysterio.[8]
Arcade tells the Avengers that none of the villains want to "live in a world under Doom" as Thor tells Arcade to "hold his tongue". When Mysterio questions Captain Marvel's battle plans, Scarlet Witch states that the fight with Doom will be a diversion so that Mysterio, Baron Mordo, and Madelyne Pryor can get into the minds of the world leaders. At the Latverian border, Captain America, Captain Marvel, Doctor Octopus, Iron Man, MODOK, Storm, and Vision draw out Doctor Doom and his Tyrannosaurus counterpart. Elsewhere, Scarlet Witch, Pryor, and Mordo enter the minds of the world leaders. They inform the others that the world leaders are following Doom willingly and that he never controlled their minds. The Avengers are forced to leave Latveria to thwart a prison break at the Raft. Dormammu witnesses the events and claims that Doom is ignorant on his responsibilities.[9]

Doom Academy
editDoctor Doom moves Doctor Strange's magical academy to Latveria, forcing its students to move there as well. Scoop, the editor of the school's newspaper, offers to help the students settle in while refusing to create propaganda for Doom. Zoe Laveau begins hearing voices in her room uttering a strange nursery rhyme and investigates, only to be trapped in a magical book containing Latverian fairy tales called the Arcana Latveriana.[10]
In the Arcana Latveriana, Zoe Laveau runs from a strange wolf-like creature and is saved by a girl. At the Doom Academy Library, Doyle Dormammu and Zelma Stanton confront Scoop about his article regarding Doyle's relationship with his adoptive father Dormammu. Shaylee Moonpeddle asks her schoolmates if any of them have seen Zoe today. Back in the Arcana Latveriana, Zoe learns that the girl is Greta whose brother Frederick had been looking for her. She takes Zoe to her house. Back at Doom Academy, the others learn that Doombots watch through the eyes of the portraits as Scoop asks a Doombot under his control called Mister Doombot. It directs them to the library where it saw Zoe go to. It also corrects Doyle's accusation by stating that "The book did not take Greta. Great summoned it". Greta then prepares to strike Zoe.[11]
Doyle Dormammu, Shaylee Moonpeddle, and Scoop go looking for the Arcana Latveriana. When they find it, they plan to have Zelma to see if she knows anything about magical books. Inside the Arcana Latveriana, Greta tells Zoe to duck as a monster form of the previous witch tenant attacks. Zoe was able to cast a spell to get rid of it. Meanwhile, Shaylee and Scoop reach Zoe's room and ask Marta to open up. She learns about Zoe being in the Arcana Latveriana and mentioned how she previously heard Greta's voice. Doyle Dormammu arrives with Zelma Stanton who assumes that the Arcana Laveriana is a monster jail. Doyle Dormammu and Shaylee assumed that Marta didn't want Zoe as her roommate which Marta denies as they work on a spell to rescue Zoe. Inside the Arcana Latveriana, Greta sees Zoe's monster form and goes on the attack until Zoe defuses the situation. When the spell is cast, Zoe tries to take Greta with her to no avail. Zoe then states to her friends that she has to go back.[12]
Storm
editAfter having been killed by the spirit Eégún after using her powers during her visit to Doctor Doom in Latveria, Storm is in the spirit world where Eternity has revived her as the Eternal Storm. After consuming Eégún, Storm returned to Latveria to confront Doctor Doom only to spare him. 3,000,000,000 years ago in the Dimension of Manifestations, Eternity and Oblivion debate over housing Death with Infinity. The Living Tribunal decides to have Death's relocation settled in a trial by combat. Eternity selects Eternal Maddniss as her champion while Oblivion choose himself as the combatant. Oblivion succeeds and Death becomes part of the universe. Upon receiving an order from the One Above All, the Living Tribunal allows a trial by combat to determine if Death should move back in with Oblivion.[13]
Thunderbolts: Doomstrike
editDoctor Doom unsuccessfully attempts to recruit Bucky Barnes, who unwittingly helped in his rise to power by killing the Red Skull. With the other members of the Thunderbolts busy or missing, Bucky recruits Black Widow and Songbird to disarm Doom's nuclear arsenal. However, Doom confronts them, destroys Bucky's hometown of Shelbyville, and frames him for it. He then announces the formation of the Fulgur Victoris, an anti-terrorism force inspired by the Thunderbolts.[14]
Bucky Barnes and John Walker walk through Free City, Texas and meet up with Destroyer at a bar. With help from some rebel soldiers, they launch an attack on one of Doctor Doom's trains with help from Ghost Rider (Sal Romero). When the Doom Train is derailed, the group is attacked by Valentina Allegra de Fontaine who is operating as Citizen V. She manages to best Destroyer and Romero. Black Widow extracts Bucky, leaving U.S. Agent behind.[15]
At the Wakandan border, world aid Karen Trilby arrives to hear about an incident. Destroyer, Bucky. and Songbird meet with Aneka and Ayo of the Midnight Angels who state that they don't bow to Doctor Doom. They are then confronted by Atlas, Citizen V, Fixer, MACH-Doom, and Moonstone who plot to take back the Thunderbolts name. During the fight, Songbird remembered that Abner Jenkins had died in battle[b]. Fixer dissolves Bucky's cybernetic arm. Citizen V then instructs Fixer to safeguard Atlas while she deals with Bucky. When Songbird finds that MACH-Doom is a cyborg, Fixer mentions that Doctor Doom revived him in that state. When most of Citizen V's Thunderbolts are defeated, Citizen V had MACH-Doom prepare the Annihilation Package. Because the Annihilation Package is going involve unleashing bombs into the Vibranium Mine, Bucky had no choice but to surrender while Aneka and Ayo flee. With Bucky in chains, Doctor Doom plans to begin Bucky's salvation as a lavish dinner is before them.[16]
Weapon X-Men
editCable recruits Wolverine, Deadpool, and Chamber into a group dubbed Weapon X-Men. Two hours later, Weapon X-Men arrives in Latveria where they find some of Doctor Doom's Servo-Guards destroyed and find that Thunderbird is responsible. As Deadpool knocks out Wolverine, Cable and Chamber were able to talk Thunderbird down as he states that he was up against a death squad. Meanwhile, Deadpool uses his own transportation to carry Wolverine and contacts someone unaware that he is being manipulated by Baron Strucker.[17]
X-Factor
editHavok, Frenzy, Pyro, Cecilia Reyes, Granny Smite, and Xyber meet with General Mills at the Factor House as she shows them footage of Doctor Doom declaring himself Emperor and that Genosha has been rebuilt as an algorithmic republic by Gigosha by tech billionaire Ethan Farling. With it ruled by a quantum computer, Mills states that it can't fall into Doctor Doom's hands. X-Factor later recruits Angel and ForgetMeNot into the group. Upon arrival, they meet up with Black Wolf members Strych9, Ordo, and Trident who states that X-Factor will serve as the diversion to take out the transformer. As X-Factor provides the diversion, Black Wolf does their part of the assignment. X-Factor is attacked by Gigosha's citizens, who had their neural implants activated. As Black Wolf steals the computer, they blow up X-Factor's jet with plans to sell the computer to Doctor Doom only for ForgetMeNot to steal Black Wolf's jet. Doctor Doom then appears on Gigosha's monitor.[18]
Fantastic Four
editSeven days ago, Doctor Doom had become the Emperor of the World. After seeing the kids off, Susan Storm and Ben Grimm meet up with She-Hulk where they get caught up with each other. When talking about Doctor Doom, She-Hulk revealed that Doctor Doom has convinced the world leaders to give him leeway. Afterwards, they come to the aid of a vampire family who are being chased by people who say them eat a pigeon. As Susan, Ben, and She-Hulk tell the crowd that they are going to escort the vampires away from them, the confrontation is crashed by someone who kills the vampire parents causing Susan to evacuate Ben, She-Hulk, and the vampire children away from the rowdy crowd. Johnny Storm and Alicia Masters tend to the children as Reed Richards makes synthetic globins for the children. The vampire children are released into the custody of their Aunt Heather. The next day, the Fantastic Four have found that their neighbors have become supporters of Doctor Doom.[19]
Following their confrontation with Doctor Doom, Alicia finds out that Doom regressed Thing back to his human form. As Ben struggles to adjust and goes out with Alicia, they are confronted by a mugger who ends up detained by a Doombot. Ben later pays a visit to the Raft where he visits Puppet Master and gives him some clay as part of an attempt to fix Ben. Alicia later finds out what her stepfather did and confronts him. Puppet Master admitted that he should've been a better stepfather to Alicia and gives up the clay puppet of Ben to her. Later that day, a jailbreak occurs with a remorseful Puppet Master remaining in his cell.[20]
As Ben and Alicia spend time together, Mister Fantastic, Invisible Woman, and Human Torch fight Devos the Devastator. Human Torch's pyrokinesis starts to fail him as Invisible Woman manages to deactivate Devos the Devastator's armor. As Devos the Devastator is being arrested, Mister Fantastic assumes that it must be connected with Ben losing his powers and the same will happen to them soon. During dinner, Jo and Nikki recall that the Fantastic Four got their powers from the cosmic rays. With a suggestion from Franklin Richards, the Fantastic Four plan to travel to another reality to experience its cosmic rays. They stop at one universe to experience the cosmic rays, but it only mutates the Fantastic Four of that reality. They try other realities and nothing works. Mister Fantastic assumes that the cosmic rays can't affect them as those cosmic rays only affects the locals of the different realities. When it came to another reality, it works on Ben as the Fantasticar is teleported away.[21]
Red Hulk
editThunderbolt Ross is a prisoner of Doctor Doom. The other prisoners include Deathlok, Simon Ryker, Hugo Perez of the Hook Cartel, Li Wang Tang of Harvard University, and Machine Man, who are being forced to participate in Doom's think tank. Machine Man frees himself and Ross while taking out the Doombot guard and removing Ross' power inhibitor.[22]
Red Hulk takes out most of the Doombot guards before regressing back to Ross in front of Machine Man as he claims that he has been drained of gamma radiation. More Doombots arrive as Ross proceeds to free Deathlok as Professor Tang is killed by toxic gas. Ryker was saved in time. Machine Man carries everyone up it to avoid the toxic gas. They make their way to Latveria's surface. Later that night, Doombots catch up to the group as Doctor Doom speaks through them demanding their surrender or else they will be executed for treason.[23]
With the Doombots having joined into one giant Doombot, Machine Man's batteries have been drained as Thunderbolt Ross states to Deathlok and Simon Ryker that there is a nuclear power plant nearby that they can use to jump-start his Red Hulk form. Ryker gets zapped during the jump off the cliff while Deathlok causes an avalanche that traps the pursuing Doombots. Meanwhile the United Nations General Assembly, Doctor Doom asks them how they plan to improve their security. He then gets contacted and states that they will recess while he goes to deal with an important matter. Deathlok informs Ross that his military contacts can't help them due to an ongoing treaty. After evading more Doombots, Ross jumps off the cliff into the river near it with Deathlok and Machine Man not far behind. Hearing about what Ross is planning, Doom plans to wipe the nuclear facility off the map.[24]
Doctor Strange of Asgard
editDoctor Strange arrives in Asgard where he is greeted by Thor. He informs Thor that he would like to be Asgard's Sorcerer Supreme and that this is how he can regain fragile grounds. Thor mentions how they had Skald warriors instead of a Sorcerer Supreme and that they were banished.[c] Thor is not opposed to the idea as Loki is gone and Strange will have to consult with the sorceress Hulda. After he is set up in a room, Strange meets Aslak who takes him to Hulda who recalls that Strange once borrowed a splinter of Yggdrasil to become a God of Magic.[d] Strange returns it to Hulda as she asks how he would fair than the Skulds. Just then, Loki arrives against his banishment and mentions that he was once Sorcerer Supreme. Loki then uncontrollably stabs Hulda and disappears as Aslak is heard asking Strange what happened.[25]
Strange returns to the Sanctum Sanctorum and meets up with Clea as Loki is revealed to be hiding out in the Sanctum Sanctorum. Strange then shackles Loki and interrogates him on Hulda's death as he claims that something controlled him to kill her. Back on Asgard, Strange gets a job tending to the different ailments of the Asgardians. Aslak later takes Strange to Asgard's premiere magic shop to get the ingredients for the Spell of Ahkrynon. After getting the ingredients, Strange informs Aslak that Hulda was stabbed by Loki. With Hulda's corpse invisible, Strange didn't want to tell Thor or else it would break the bond between Thor and Loki. They hide Hulda's body in the roots of Yggdrasil. Upon entering his room, Strange is ambushed by an unknown warrior.[26]
NYX
editDuring the "X-Manhunt" tie-in event, Professor X visits NYX for help reclaiming the last seed of Krakoa from the recently crowned Emperor Doom. Only Ms. Marvel and Anole agree to accompany Xaiver in recovering the seed at the X-Men's abandoned Treehouse, where Doom's emissary Volta and Mojo are bartering for the seed. Mojo kills Volta just as Xavier and the others are discovered. Xavier abandons Ms. Marvel and Anole to deal with Mojo alone as he recovers his true prize: his Cerebro helmet. He then makes his way to Atlanta. Ms. Marvel and Anole manage to escape from Mojo with the seed; however Mojo reveals that they took a decoy while he possesses the real seed.[27]
Amazing Spider-Man
editAmidst the "8 Deaths of Spider-Man" storyline, Spider-Man has fallen and a Blight-infected Cyclops, Magik, Psylocke, Quentin Quire, and Temper fight Juggernaut. As Callix strikes his father, Cya is confronted by Phil Coulson while Doctor Strange advises Doctor Doom to confront Cyttorak and persuade him to fix the casket and remove the Blight. Thanks to a deal with Coulson, Cya transfers some of her life essence into Spider-Man who then becomes his version of Juggernaut.[28]
Now in Juggernaut form, Spider-Man strikes Callix and returns to Earth to help Juggernaut. The other X-Men are freed from the Blight as Magik calls Spider-Man's form Spider-Naut. When Callix arrives, Juggernaut does a fastball specials with Spider-Naut. Cya informs Cyttorak that she traded her immortality so that Spider-Man can save him and Earth while mentioning that Callix killed his siblings. Cyttorak removes the blight as Spider-Man returns to normal.[29]
Iron Man
editIn the Russian Province of New Latveria, Tony Stark meets with Commander Hunyadi of the Latverian Patriotic Front. While it was mentioned that some people in Latveria have been replaced by Doombots, Hunyadi mentions that the Latverian Patriotic Front doesn't have any allies in the armor branch. Just then, the Latverian Patriotic Front gets attacked by the Winter Guard, who plan to bring Tony to Doctor Doom. As Iron Man fights the Winter Guard, Red Widow claims to Hunyadi that Iron Man will betray him. Black Widow comes to Iron Man's aid as they get away with a boy named Vishte Taru. Meeting with Stark Unlimited's board of directors, Tony states that Stark Unlimited will become the sole weapon providers to Doctor Doom.[30]
Tony Stark announces at the New York Stock Exchange that Stark Unlimited is helping to develop technology for the front lines of their country's security. Melinda May has not been pleased with some recent events with Stark reminding her that it was Justine Hammer who took the board to Belasco's dimension. He then introduces May to Vishte Taru and mentions his meeting from the Latverian Patriotic Front. Stark has a plan to arm Doctor Doom and wants May to be his liaison to the Latverian Patriotic Front. Just then, they are visited by Victorious who states that she is an emissary of Doctor Doom. Iron Man goes on the defense and manages to subdue her. After Victorious is done recuperating, Tony persuades her to inform Doctor Doom that Stark Unlimited will supply him with whatever he needs from them. After Victorious left, Tony asks May if he could be one of the worst S.H.I.E.L.D. Directors in history who can overthrow Doctor Doom.[31]
Doom's Division
editThe Statue of King Sejon comes to life and goes on a rampage. The Tiger Division show up and fight and defeat the fire spirit possessing it. When they returned to headquarters, Tiger Division fights the invading drones. They receive aid from Aero, Wave, and Karma who are starting a Pan-Asian peacekeeping alliance upon the arrangement of Doctor Doom that Director Ami Han received and will be branded Doom's Division. While Luna Snow works on her next album, Ami sends the others to subdue Sunfire.[32]
Off the coast of Japan, Mr. Enigma and Wave arrive. Karma and Taegukgi have not heard any emotional distress from them. Underwater, Wave, General, and Gun-R II are moving underwater. Both groups see something coming towards them. In Seoul, Lady Bright and Director Han have a brief discussion as Lady Bright check in on Luna Snow's Pro-Doom songs. She mentions about some Anti-Doom protests downtown. Back in Japan, Doom's Division fight the cybernetic sea creatures created by Chibicorp. Back in Seoul, Lady Bright witnesses a peaceful negotiation between the Anti-Doom protestors and the riot police. She is then tailed by an old lady working for Director Han. Back in Japan, Doom's Division find the nearby water attacking as Mr. Enigma tries to use the abandoned warehouse as a weapon. It is then discovered that Karma and Wave have been working with Sunfire all along as he shows up.[33]
Superior Avengers
editIn Washington DC, Annihilus is attacking with his Annihilation Wave. A female Killmonger, an armored man calling himself Abomination, a female Doctor Octopus named Olivia, a female Ghost, Malekith the Accursed, and Onslaught. After Annihilus retreats, Vernard tells a senator that "they are the Avengers". Two weeks earlier, Kristoff Vernard in his workshop when he is greeted by Doctor Doom after his visit to Wakanda. Vernard introduces Doctor Doom to an invention that will serve as his version of the Avengers Initiative. As a test of a modified Time Platform despite some bugs in the system, Vernard brings a version of Amadeus Cho with the Chrono Signature Anno Doom +44 to their time who attacks claiming that Doctor Doom ruined everything. Doctor Doom slays Cho and then tells Vernard to show him. Back in the present, Vernard is in Washington DC as introduces the Superior Avengers who came from a futuristic century to aid Doctor Doom. After a flashback to Anno Doom +128, the Superior Avengers visit Prison 42 in the Negative Zone, Killmonger states that they once killed their Doom before and that they'll burn this era to ashes if it means to reclaim their future time.[34]
Avengers
editIn an undisclosed location, Mad Thinker meets with Dreadknight, Exterminatrix, Madcap, and Mister Hyde about Doctor Doom's activities and proposes that they be the "Masters of this evil" if Doctor Doom is "representing good". Mister Hyde notes that they would become the Masters of Evil and references how the villains busted him out of the Roxxon-owned prison Daedalus LLC[e], Dreadknight voices his hatred towards Doctor Doom, Madcap claims that Doctor Doom's true last name is Montague, and Exterminatrix is not wanting to acquiesce to another metal-clad tyrant. Mad Thinker claims that the Masters of Evil are the "last free nation of Planet Earth". He suggests that they invade the Impossible City and take it as their own. After Captain Marvel had Sam Wilson's Captain America appearance evacuated by the Impossible City, Mad Thinker uses a rebuilt Quasimodo in his new Mark X form to hack into the Impossible City. With Impossible City reduced to inhabiting a Man-Slayer body, Quasimodo Mark X helps the Masters of Evil into the Impossible City as they plan to make use of it like dropping the imprisoned Ashen Combined onto Earth. With the Impossible City gaining control of his plastoid body, it helps Sam Wilson come up with a plan. The Impossible City forms armor around Sam Wilson as he manages to separate Madcap's head from his body. As Quasimodo works on extracting the Avengers, the Masters of Evil agree to drop an asteroid onto New York City.[35]

editEvan Valentine of ComicBook.com pointed that the idea of Doctor Doom having the title of Doctor Strange had been teased for some time before being properly used in this comic. He praised that the comic raised the question among readers about whether Doom may not be actually in the right in the conflict. Valentine also praised that the Avengers did not had to fight him physically but also in front of public opinion, and that Doom (whose characterization includes a vast intellect) initially wins the resulting battle of wits. He also praised the bickering between Spider-Man and the Human Torch, and the absurdity of Doom riding a Tyrannosaurus version of himself.[47]
Rich Johnston of Bleeding Cool opined that while NYX (vol. 2) #9 is officially part of the X-Manhunt crossover event, it is also an unofficial part of a second event storyline as the issue "does more for One World Under Doom than any of the other crossovers so far".[44] He highlighted that the issue showcases New York City with Doom as its regent.[44]
