On 16 April 2021, Westernport Ward councillor Ray Brown died after a prolonged illness.[5] A by-election was held in 24 July 2021 and was won by Independent Liberal candidate Kaye Cameron.[6][7]

Casey City Council is composed of twelve single-member wards. The council increased from eleven members to twelve prior to the 2024 election; members were previously elected across six wards (five two-member and one single-member).[12]
This is the first election for the City of Casey since 2016, as the council was dismissed and put into administration in February 2020.[13][14][15]
